Definition Of “Owner”

Specifically, with regard to civil liability, the law defines an “owner” as someone who “possesses or harbours the dog and, where the owner is a minor, the person responsible for the custody of the minor.” If more than one person “owns” the dog, then the owners are “jointly and severally liable.”

Extent Of Liability

The Act further states that the owner’s extent of liability does not decrease if the owner did not know about the dog’s propensity to attack, nor does this liability depend upon whether the owner acted in a negligent way or in any way caused the attack.
